The Vermillion Area Chamber & Development Company’s Board of Directors asks the voters of the Vermillion community to educate themselves regarding IM-28 and make well-informed decisions when voting. While well-intended, consensus after review is that IM-28 as written will have unintended consequences.
Initiated Measure 28, if passed, would remove state, municipal, and tribal taxes on all items sold for human consumption except alcohol and prepared food. The term “Human Consumption” is undefined in the South Dakota Codified Law or the South Dakota Constitution.
- IM-28 may lead to funding cuts to essential government services or new tax increases. It would eliminate sales taxes on many items other than food, potentially cutting up to $646 million for the State each year and forcing cuts to schools, hospitals, nursing homes, and law enforcement.
- IM-28 would prohibit taxes on “anything sold for human consumption,” except alcohol and prepared food. This poor wording could eliminate taxes on tobacco, vaping products, marijuana, toothpaste, aspirin, toilet paper, and many other products.
